When Hector said for Gus to be a mule and move the product north, he means into the US from Mexico, and then I would guess distribute further into whatever areas are Salamanca territory.
I take it that Gus gets his drugs to sell from Juan Bolsa, that's why Gus says he answers to Bolsa who is killed in Breaking Bad before Gus makes his move to hire Walt full time to work in the lab, not just for a few months.
The Salamancas make their product in Mexico I would guess, or obtain it from countries like Colombia or other South American countries, or maybe they get the separate ingredients smuggled from places like China and whatever European countries, to then make the drugs in Mexico, like what is going on currently with the fentanyl epidemic in the US.
Gus' legitimate business of restaurant chains serves a triple purpose perhaps. One, to launder illegally obtained money. Two, to transport the drugs from Mexico into the US and then throughout. Three, to provide Gus some cover for all his nefarious plans.

Let us not forget that not only did Mike take down Hector's supply route, but he did it in such a way that nobody can guess how it was done. So Hector suspects it was done by Gus (which actually is wrong), but he can't prove it and he can't even accuse Gus directly.
