PSRP 1.8 - Taxi Update

🚖 Taxi Service: Call a personal taxi that drives to your location
🔧 Auto Repair Option: Vehicles can now automatically repair (Option is in PS Menu in game)
🔁 Auto Blinker System Toggle: Ability to turn on or off the auto blinkers in game (inside PS.ini)
🍔🍼 Core System Tuning: Added ability to tweak food and water drain rates in PS.ini
(🐞 Bug Fixes )
❌ Vehicle Duplication on Reload: Prevents duplicate vehicles from spawning when reloading scripts.
📍 Teleport at Start Bug: Fixed an issue where the player or vehicles would teleport unexpectedly on load.
🚔 Police Cooldown: Added a cooldown for police to prevent immediate aggression upon entering vehicles.
🧪 KPH Visual Bug Fixed: Corrected the visual glitch displaying incorrect vehicle speed in kilometres per hour.
🔥 Lots of background tweaks to improve responsiveness.
