I don't think that's quite right. The French DID mess with English (specifically the Normans, who spoke a different but closely-related-to-Frankish language and for centuries were a major power in Europe) in the last successful invasion of Britain a millennium ago, and the Dutch/Deutsch (especially the Frisians) spoke practically the same language and effectively made (Old) English English due to their successful invasion of Britain half a millennium before the Normans'.

Especially the community based justice worker movement. Admittedly somewhat self-serving since I work in that space, but it is something people should know about. P.S. Alaska’s community based justice worker model is not as scalable as the testimony suggested (also not the first in the country as stated), but general points about the justice crisis are valid.

The company was poorly managed and ended up incurring fines for not meeting the state quality standards for water utilities. The county was required by the state to absorb the failed business to bring the utility back into compliance. The debt and assets were transferred to the county. The county then had to take out a large loan to pay for both the improvements and fines. Can states fine their counties? What is the mechanism for this? Can a state forgive fines incurred by a business?
