I'm two weeks late on this, but I really don't understand Thomas's confusion here. The question clearly states that the officer personally witnessed the taking of the purse, giving him reason to seize it. There's no mention of the officer witnessing the watch as part of the initial crime so he had no right to seize it. If the officer had reason to suspect the watch was stolen then the same could be said for any other jewelry, and all the cash and gift cards and laminated libertarian card-size denominations of precious metals in his pockets. Hell, maybe the guy's shoes look a little *too* nice to belong to a pickpocket.
