Added 2022-02-14 22:31:37 +0000 UTCPhotoMosh Pro is really good for effects like these. I've been using it non stop on recent gifs and illustrations I've been making. Before buying it, I was using Paint.NET which is very good but PM allows for more wacky edits.
I've also been playing around with masks and textures on Flash. Adding a watercolour Overlay texture is what gave it this painted look that's reminiscent of Kirby Mass Attack's illustrations.
