I think you misunderstand. One, they have orders to RECRUIT the Mink. It seems some spymasters dream of becoming Zombie Emperors. Or at least knowing how to stop someone from zombifying their army.Two, they each want Mink's powers for _their_ country. What are they supposed to "co-operate" on?

In other words their bosses are Bin Saluman level arrogant and stupid enough to think they could keep her on a leash of some sort. If it was a kill order, then that they could do if they take her by surprise. As the Jhereg say: "a knife between the ribs will cramp any magic user's style".
