I can see the trying-to-get-a-read-on-her-power angle and yes he did explain he was using a "power inhibitor" but he already knows enough about her capabilities to know he should be very cautious, especially given the possibly inadvertent kidnapping (whether Peter meant to bring her along or not hasn't actually been established). I have to wonder if the tendrils are actually an ability of his or a side effect of the device. In summary, I hereby rename Ollie to Lucy and inform him he has a lot of 'splainin' to do.

They should have called that specialist person when Mink showed up. Honestly Ollie, what on earth made you think trying that on Mink, who you described as a "walking H-bomb" and who up to now has been pretty calm and reasonable considering the circumstances, was at all a good idea? Is the effect of the device, or your ability you're using the device to cover for considering the aura tendrils, not normally noticable to the victim?
