Charlie Cosmic was a laid-back fellow - in fact, he laid all the way back to the fundamental forces of the Universe. To get him mad enough to vaporize 'em, the previous OMA must have pulled some truly spectacular ass-hattery.

Even though "retired" from active duty, he gets called up for the occasional "planetary reset" job once in a while. You just don't go pissing off guys who make a weekend hobby out of shattering entire planets and reformatting them "to order".
