So I believe the reason Wei Ying put the net around those 3 and kept them there was because Wen Qing wasn't going leave anyway, she wanted to try to save the people who had been made into puppets. And Jiang Cheng would have stayed with her. And Nie Huaisang - well - could probably trip and kill himself running away, lol. The dire owl scene is one of my favorites :)
