Note she did NOT say "...what would happen to this country if we laid a finger on [Herman Orca]?" She said "..if we WERE SEEN to lay a finger on him?" (emphasis added). All we know right now is that she is not willing to move against Herman publicly. She may be a quiet ally like Reacher has become, or she could see Herman as a destabilizing force in the country, but one that would be even MORE destabilizing as a martyr.
