Yes, I'd say it's a bit of both since he's not a bad person, albeit prejudiced and stubborn. He's kicking her out, but knows she has a place to go, where she can learn her craft, knowing well she won't be happy as a farmer.
I'm sorry to hear you had fights with your father...but glad to know that things got better for you two. I think having reasonably positive relationship with our parents this is the best we can hope for. My family is sometimes impossible to talk to and we often clash, but I try to keep in mind that their lives were difficult and besides, they have genuinely good intentions.

I wonder if this is another case of "tough love". Some people believe that you must push your kids, sometimes forcefully, to ensure they reach their true potential. Sometimes I wonder. Admittedly one of the last, ugliest fights I had with my father while living at his place occurred right before I started to get my life together. I still think the ugliness was out-of-line. Yet, perhaps it worked. It wasn't until that last fight, that I truly started to get my life together. Everything afterwards, has trended in the positive direction. We have a mutual respect (most days) for eachother now.
Can't say for sure, but perhaps Thistle's father knew that she wouldn't reach her full potential on the farm. Though his wording on the prior panel does suggest there's some good-ol fashioned intolerance for that which he doesn't understand. Still. It could be a bit of both. A genuine distaste for her non-traditional talent, mixed with genuine concern for her well-being and ability to prosper in an environment unsuited to her craft. Sending her to live with someone who could guide her in the industry might've been the kindest move.
It's too bad that their relationship was cut short before he could know her as a successful herbalist.
