I like both and IIRC she can control the transformation, so I vote for her (them?) to appear based on context/mood. Since mood is often different between the three of them, it would be fun to see two heads of one and one head of the other when they're trying to blend into their environment and the hilarity ensues.

Both forms have their own charm: In her human form, Minerva has the look of an amazonian goddess, she'd give Wonder Woman a run for her money. In her cerberus form, Minerva has that more feral allure to her, plus her fur must make for real nice cuddling. But if I <strong>HAD</strong> to choose... Cerberus. It's who she naturally is, it's her most comfortable state, plus nobody messes with a cerberus.
