That's the old land line phone number for the government run time/date radio broadcast facility. You call that number and you get a recording that gives you the exact date and time at the sound of the tone type message. I had a relative who was on drugs half the time who had the local version written down next to all the phones in his house in case he came down off a high and couldn't remember how much time had passed and stuff.
