A spaceplane does not need to be SSTO. You could get it airborne with an electromagnetic catapult. Air breathing jet engines get it up to 2,000 mph or so. The scramjet second stage separates from the jet powered first stage (which flies back down to the ground and lands) and takes it up to 10,000 mph or so at the edge of space. The hydrogen-oxygen rocket third stage separates from the scramjet powered second stage (which parachutes back down to the ground ) and goes into orbit.
