I think it would be best to pay the money monthly, especially since not all residents are here all year, and they would get a payment only for the months they live here. I would also like the money paid out as soon as collected, so people get it before prices rise. I would hate to see people right on the edge going to payday loan places to pay their electric bill.

The reason why I say "adult residents" (not in prison) is because everyone who lives here would pay higher prices, citizen or not, and I don't under any circumstances want to encourage people to have children.

"circumstances (health/ financial situations)" There would be other programs to deal with this. For example food stamps are based on income vs expenses. The money you get from your distribution payment would add to your income, the cost of your food, fuel, and other expenses that would go up as a result of the carbon tax would add to your total expenses.

The money collected would be distributed equally to all adult residents.

The tax would be collected whenever any fossil fuel was taken out of the ground or imported into the U.S. In addition, there would be a tariff on goods coming into the U.S. based on how much CO2 was generated producing and shipping the goods.

I'm on board to be patient 0 in the U.S. for CRISPR trials, I bet that line is out the door and down block though. Really appreciate Cara's point that the ethics can't keep up with many new technologies.

Questions about the nittygritty of such a tax. Would everyone be taxed equally? Would individual omissions be monitored and taxed accordingly? Would tax breaks exist depending on circumstances (health/ financial situations). Funny side note.. xcel energy allows you to compare your use with your neighbors, this function is turned off at my apartment building, idk this but I'm guessing because everybody is already up each other's asses already, self policing system style.

The best and most ethical thing to do first about climate change is a carbon tax that distributes the money collected equally to all adult residents. DO THIS FIRST!
