As big of a fan I am of the show, I actually think this is also one of the weakest episodes in Season 1. It's one of the very few times the girls face a human/mortal enemy who doesn't have any actual powers, but he somehow can do what he does. It leans more towards sci-fi and genre, which is odd since the show is about magic and has that as an explanation for things. It's only episode 5, so I think the writers were still trying to figure out what they wanted the show to be.
I forgot how much I love Andy. He's a great inspector, but also a dependable, courageous, and sweet guy.
The next episode is pretty goofy/campy as well, but most of what makes Charmed great is the camp.
