Most people do not become president out of nowhere/without previously held offices, such as a U.S. Senator or a mayor (save for the current U.S. President, but we know how that all worked out). The whole point of the Senate race arc is to not only foreshadow Lex's seat in the Presidential office, but to tease the gradual (and usual) track to becoming a U.S. President.

This way if Jonathan won and Lex became president later on, you don't have to worry about picking sides. They both win.
