They don't show Dorothy, have silver shoes instead of ruby and even say Toto wrong in the musical and in this movie partially because they didn't have the rights to any of that. It all belongs to MGM. So they changed it in the musical. The silver shoes is actually in line with the book The Wizard of Oz. They changed the shoes to ruby in The Wizard of Oz movie to show off the new color technology of the time. Also, these changes were made because Dorothy isn't the main focus of the musical and movie.

The film avoids an ableist narrative by having her gain the ability to fly/float instead of regaining the ability to walk via Elphaba's spell, ensuring the story doesn't suggest that a person with a disability is 'fixed' by suddenly being able-bodied. It's speculate that Nessa's ability to fly was not permanent. Her floating was linked to her emotional state, possibly her desire or happiness at the Ozdust ballroom. When her spirits "plummeted" due to Boq leaving her, she "came down," meaning she was no longer able to access that power again.
