From my understanding, Frodo had to leave with the elves because like Bilbo, he was a ring bearer, and carrying that ring for so long can leave a shadow on them. They can never really find peace on Middle Earth because of it. The blade of the Nazgul also stabbed Frodo and he still feels that pain because it never really heals. Leaving will ensure he will no longer suffer.
