The engine he's building is quite sophisticated – it models how many drinks the agent has had, how strong they were, how quickly she drank them, and how long it's been since her last drink.
For story reasons, we won't be allowing the agent to get blind drunk during Operation LIONESS, so changes in 1.3.6 are likely to be limited to flavour text. (For example, your agent won't be able to go to the bar when she's still holding a drink, and she'll switch automatically to soft drinks when she's tipsy.)
Once she's in place in Bangkok, though, and her professional discipline starts slipping, the Intoxication Engine will let her get as wasted as she likes. Getting drunk will reduce her Stress and Pickiness, and might lead to fun drunken encounters. However, it can also lead to alcoholism as well as other negative outcomes; bad things can happen to drunk hot Western girls in foreign countries.
