WDYM? this is all book lore, this is your highly subjective opinion, that only after season 3 does it go "deep" into book lore, whatever that means

He said the Balon thought the seven kingdoms hadn't healed from the Mad King, and that's why he decided to rebel. Basically reiterating what Stannis said about Balon. So Ned wasn't being generous to Balon. P.S. please keeping doing these!! It's so great to watch react to them.
