Just to clarify the aside from the Jamato Riders, the other Jamato only wear costumes themed to each game. These costumes don't make them stronger.

They retool Super Sentai weapons(most of the time)! The hammer was from an enemy in Gokaiger, the sword was the sword the main mecha used in Toqger, and the Blaster? The Blaster is combined with arm cannon that Zectroopers used in Kamen Rider Kabuto, the end of it being a megazord's weapon in Ryusoulger(Dino Fury).

Fan Fact Nadge-Sparrow also had other roles in previous Kamen Riders. He was one of the central characters in a Zi-O movie

Since they can really lean into the entertainment in this DGP they made Keiwa a bit of a Gag character for the audience. This should also set him up as an underdog though.
