Doros has very much rested on his laurels, and figured that since whatever power/usage the fairies get from the mortal world was sufficient that he didn't need to do anything. He also has come off as someone who doesn't take other people's suggestions well.

Gildamore told Mira to gather allies for her confrontation with the Shadowman. They were useless for that fight, but very useful for knocking down Doros when he arrived after.
He then told Anna about Robin and then after we cut away from that scene, he told her that now was the time to make use of the cats that she had gradually stolen from Doros.

I'm not sure I fully understand the trap. Did Gildamore direct the cats to Anna or was it that he set in motion the events that lead to Robin becoming a steward, prompting this confrontation?
