There are 17 Judges in the Southern District and it beggars belief that Judge Cannon gets all the sensitive Trump-related cases. According to Aileen Cannon, there's a “clerk’s random case assignment system”. There's a similar system attested on the Middle District of Florida's website here: https://www.flmd.uscourts.gov/faqs/how-are-judges-assigned-case-0. However, these are very, very general descriptions of a system. Could there a clerk who can hit the randomized button, or re-run assignments until they get the judge they want? Could this program be hacked to return a certain Judge? Is there one company that writes this software for many states, or is it decentralized? Or is this more of a Judge-shopping thing, where Trump waits to file Trump v. United States (2022) until Judge Cannon is one of a small set of Judges with an open schedule? Or is it something else entirely.
