They usually get 2 because it's a densely populated prefecture but because it's the host city this year, they also get an extra slot. So the match between Nekoma and Nohebi at the end is a battle for the host city slot. Fukurodani and Itachiyama (team that Nohebi lost to) won their semi-final matches and are both going to nationals but will have a match together to decide bracket seeding

A bit of context: The Tokyo prefecture gets two slots for nationals because they're hosting the spring tournament, so in semifinals, the losing teams (Nekoma and Nohebi) enter a losers bracket that decides the second team to make it into nationals.

The anime only has so much time to give with the OVA so I understandβBokuto is one of the most beloved character in the series by fans, it was the same reaction of fans LOVING NEKOMA (Kuroo and Kenma rank very high during popularity charts) but Bokuto and Akaashi are so fun too so it hurt to see
