While we do have the option to kill them all in Part 3, if that option isn't taken they should also be available to trade/ally with (or demand tribute from like you can with the River Dogs). Now that I think about it, there were a couple of people who do end up escaping the purge. If they were to end up with, say, the River Dogs, that could be an interesting little ripple effect and add more tension to the River Dog meet up in chapter 15 if one is playing the raider playstyle.
