How do you feel about scripted vs. non-scripted deaths for minor characters, especially antagonists/villains?

Let's take the Makarovs for example. Everyone should know their history. In Part 1, they robbed Kelly and tried to/successfully broke into your home. They may have even tied up Woody. They've done other horrible things throughout the outbreak and have been a minor threat to the main group of survivors. They have been a lingering issue since Part 1.

In chapter 13 of Part 4, you will come across them again. Part of me wants to have any scenario end with their deaths. Whether the MC kills them, Tommy does it, another member of your group kills them, or they fall to a zombie or another group, I feel like their story has come to a close. 

Another part of me feels that they should be able to escape. The value of a choice game is that you can have different outcomes depending on your style of play. However, it creates a lingering cast of characters. If the neck arrives can live past Part 4, I would feel a pressure to have them resurface again.

How do you think we should deal with the Makarovs in chapter 13?

I am tending to agree with a lot of what you say. They are mostly tied to Tommy and to a lesser extent, Kelly and Woody.

Ideally I love complete flexibility, but more important than choices being significant is them being meaningful, and broadly I care less about minor villains like these Hence I prefer 1) or 2)-- some acknowledgement of the player choice, level of success /failure and such, effect upon Tommy-- but the loose ends being tied up once their arc is over You could have it so that they are all but guaranteed to die unless the MC passes checks and in that specific case they would explicitly leave and never come back, or one of them dies and the other leaves forever Personally I wouldn't reccomend spending the extra effort on such a choice-- especially one that most players might not be as interested in as other content (they are more minor villains, after all, and more linked to another NPC than our own character) and a branch that less people would want to explore in the first place (because 1) villains with little likability, 2) keeping them alive wouldn't make much difference, no further interactions with em)
