But that doesn't mean it's okay to try and aggressively arrest and rip someone's clothes off when they haven't actually committed a crime... yet.
But of course, the REAL question from here is... what next??

Well, technically the Cop lady only took her pants... She ripped her top herself, but it was because the cop was chasing her, but I definitely agree with your point, the Catburglar is innocent... Yet π
