In that case Cinch needs to have the biggest bust in the whole school meaning she has to beat Cadence and even to compete with Celestia. A part of me is ok with a huge Cinch asserting her authority with her imposing figures showing to her impressionable students how they should be. But at the same time Sunny being bigger than Cinch and Cadence being bustiest person among the school staff. It's maybe one of the reason Sunny accepts Cadence as the new principal after the friendship games.
