A lively wharf along Grey Street with seller's stalls and oddly entrepreneurial orphans & nuns. A place for side stories to flourish and main quests to meander through. Breath in the salt air and listen to songs from distant shores; the clink of silver; the shouts, the laughter, and life in the City by the Sea.
A much more appealing counterpart to the Noirmarket in the depths of Crescyt. My 'fantasy' for IBH, the ideal game I get to make, has always had this as its soul - walking around, bumping into strange folk, and soaking in the fabric of a new land. v0.3 will have a "main" plot but Dylershaven will have plenty of indulgent worldbuilding - alleys to wander down - faraway horizons to watch the starset stain the clouds.
You'll find these people quite different from the Imperial standard - they can always see the sky, always dream of better things.
