In accordance to the philosophy of the games, the guards maintained their anonymity all throughout the preparations prior, during and after the games, their faces strictly forbidden from showing on penalty of death - but there was no rule against showing the rest of your body.
Even though most guards respected the position they were in, a few weren’t above taking advantage of their perks. Square guard #28 had no qualms about using their position to their benefit, cornering the lower Circle guards when there was a chance to get away and using them, knowing there were no rules against their actions; they weren’t intruding the games, they weren’t breaking the philosophy of the game grounds, they weren’t showing their own face, or the other guards’s faces. Their actions were perfectly legal no matter how much their victims tried to deny them.
Though they truly couldn’t, even if they tried, for no circle could talk unless they were talked to; and no higher up was gonna ask them about what happened.
