Sorcerer 3.0b: Couple fixes and Chinese translation

Hey, I updated the Sorcerer download to version 3.0b. Nothing major here, just a couple bug fixes, Chinese translation up-to-date, thanks to justin10, and cheat interactions for turning off rep gain/loss for Dark/Light spells.

Mischief Arts: Fixed picker spells for walkstyle, so that they award XP now.
Fixed an issue in a test that prevented the use and/or breakage of objects from using Mischief Arts: Break Object, or the new Specialization spells Break Objects in Range / Repair Objects in Range, when on a lot that isn't the lot your current sim owns. In other words, they should work the same way no matter what lot you're on now.
Added cheat interactions "Apply Blame Disguise / Remove Blame Disguise" for Black Arts and White Arts. These will prevent reputation gain (Light Spells) or loss (Dark Spells), if that is something you'd rather spells not impact. (Side note for translators and those using translations: This cheat addition does NOT add new strings. It reuses existing strings, so if your language strings are already up-to-date with v3.0, you're good to go.)
Added Chinese translations, which are now up-to-date with v3.0, thank you to justin10.
