There are a few more breaks these weeks because of Oda still recovering from his laser eye operation (keep in mind these weeks chapters were drawn about 4-6 weeks ago) and because he had to work on some stuff for the live action series as well. Oda apologized for the many breaks a little while ago and said it should stabilize to the original schedule (3 chapters, 1 break) again after the Netflix series is out.

This is why they stretch out the episodes in the anime extra long, because the manga has breaks a lot and they shouldn't catch up to the manga (usually not this bad though) So imagine how bad this is gonna be in the anime when they stretch it to match 4 chapters in 11 weeks of material LOL Btw I think Luffy's reaction at the end is just an exaggeration to make the chapter seem more exciting at the end, Luffy can take Kizaru for sure.
