Apparently, this is on an island in the west of Japan where they are practicing "ballistic missile drills" in case North Korea sends one. Will hands on your head really save you? :-D

There's something strangely reassuring about the green vests...... Me too Ken, I do remember in the '50's hiding under our school desks twice a year drills during the cold war.
