The juku should find a complementary way of teaching English on top of the regular school lessons, like elements of conversation with foreign language assistants. This reminds me I heard of the JET programme when I was still young enough to participate, but then learnt they were looking for native speakers only. I think that's a shame because they could do with as many assistants as they can get; whether they speak with a foreign accent or not doesn't matter at that level. Well I guess there still are English conversation cafes!

My experience as an English teacher in Japan has led me to think that the purpose of English education in schools here mostly isn't to teach communication. It's just another subject. Just as long everybody does their "gambaru" in learning it and gets good grades, the system appears to work. Also, the idea that it's really difficult to communicate in English, the common language of gaikoku, is reinforced by this kind of weird teaching, which could be a reason why many of the students and teachers alike started giggling uneasily when you tried to speak to them.
