I would say when he first reaches the next level, there will be lots of room for improvement, and as he would continue to fight the 5, he would continue to refine the power until he hits a wall, which in my opinion is GP. I would say he would be spared if he somehow lands a hit (no matter how insignificant) on GP

I also suspect this next level will be very similar to ssj4 but with UI aura .. since that powers comes from great ape form.. goku may just marginally beat budo using it but that would be the end or road for him..since he did beat one of the five though his life will most probably be spared
