Ukai abbreviates "Aoba Josai" to "Seijo", because the name "Aoba Johsai" is long.
"Aoba Josai" is written in kanji characrter as "青葉城西."
He has extracted only two of the four kanji characters: "青" and "城."
"青" is pronounced "Ao" and "城" is pronounced "jo", but "青" can be pronounced "sei", so he pronounces it "seijo".
I don't know why, but I guess it's probably because "seijo" sounds better than "aojo" in Japanese.
