As Jack said it's all explained but most of hxh fans don't pay attention to every single quote and this is the reason why there are so many wrong interpretations. Ging says "If I can make move my target as I want I've succeeded as a hunter".
The rest is a SPOILER:
When Pariston wins he tells Cheadle that when Ging said him Gon was going to survive he thought Ging would have won the elections thanks to Gon, this is the reason why Ging smiled and why Pariston made that "assassin stare" (it's explained but somehow hxh fans think he was threatening Gon or smth). Then Ging adds the rule that benefits Pariston, proving him he is not worried and that he thinks he has already won. Ging said Pariston doesn't think about winning or losing and this is the reason why sometimes he does things that seem to go against himself, Ging did the same. Ging knew already he wasn't going to win, and we know it because of his discussion with Beans where he said that he has 0 chances to win and he doesn't want to change the result, it was all an act to manipulate Pariston and it succeeded

What kind of person? The narrator explained it well, hunters who admire Netero and feel somewhat dutiful towards him. I get that you didn't feel interested in the other Zodiacs but still, narratively speaking, not everyone should and could be Pariston/Ging. The contrast between the two characters and everyone else makes them stand out. The characters would be a convoluted mess if everyone was playing 4D chess and also considering everything else after, this arc is merely an introduction to the Zodiacs.

I am aware of the current SA arc events from manga. I meant why does ging adding a rule which benefits paristan would make him smile? Is it because paristan realises ging is here for fun? Also was it a way to signal paristan that ging is watching paristan closely? Or like you said ging maybe is trying to make paristan win and see how he reacts to identify his true intentions.

If it wasn’t obvious Gin’s prey is Pariston lol he is making sure Pariston is moving accordingly to his plan in order to hunt him. Now if you haven’t watched this arc yet then there is a reason why Gin is targeting Pariston that is reveal later.

That’s harsh on Cheadle.
The Doylist explanation for the Zodiac cosplay is obvious enough—it make them visually distinct and easier to track. Can’t expect a first-time viewer to remember 11 newly-introduced characters (many of whom will play only a minor role) without that sort of visual shorthand. In-universe it does make the Zodiacs weird, but this is also an association that counts Hisoka and Illumi amongst its members, so not that weird lol.

Cheadle says non-anonymous voting would help Pariston because people would vote him out of fear and yet Ging added it as a rule. Pariston smiles after hearing it...there is a reason for this and it helps to understand better their personalities

The Zodiacs are weirdos. What kind of person takes on the persona of a nickname? I wish they were all like Ging and Pariston where they just act like the personalities of their respective Zodiac sign instead of doing stupid cosplays. The only bad part of this arc is when any Zodiac other than Ging or Pariston is speaking.
