16:06 Actually the translation is kinda missed, what Maki said was "Toge's technique is not on that level/phase anymore" What was written in the other comment is roughly right, like how revealing techniques can boost a sorcerer's power so it's better to hide it from others so the enemy won't know. But it's not like Toge's technique has no restriction, it's just he's not on that level/phase anymore, since his clan, the Inumaki clan is the only clan with that technique, so basically everyone already knows about it. Just like Kyoto students already know how to handle it, but at the same time like Nishimiya(the witch girl) said "It's hard to predict when the curse speech user will come, so we have to be cautious all the time. He's here or not here, doesn't matter, it's distracting me." So, that's why telling it to others won't affect anything to him, because: 1) his technique is already famous, and 2) even knowing how to handle his technique doesn't mean you can protect yourself from it 100% unless you're able to do it all the time, and that's almost impossible. It's such a unique and powerful technique. The only thing Toge hides, is his mouth because there's his clan's mark. You already watched the movie, so you know when Gojo explained every sorcerer's technique is unique, especially Toge, and Geto when he saw the mark he immediately recognized it.

When Maki said Inumaki's wasn't that kind of technique it was going back to what Nanami had first told Yuji. That some types of techniques get stronger if you reveal them or keep them hidden from your opponents. So when Nanami tells his enemy about his powers it gives him a slight power boost, just like his overtime power up, it's a binding vow he's made with himself. Like the one Yuji made with Sukuna. She was saying Inumaki's power doesn't have that kind of restriction so he can either tell people about his powers or not and it doesn't change anything.
