Or more like you had a certain number of levels to distribute between a number of NPCs. Some chose to make a single max level creation like the floor guardians but one mad lad decided to instead make 100 homunculus maids! They're all named after numbers methinks. And the Pleidaes are kind of like an idol group for them

The maids are homunculus, created by the Supreme Beings so not humans but human-like. Delta is the sniper battle maid that fought Evileye she is an automaton so she is expressionless and she likes cute things, that's why she grabbed Eclair. Kyouhukou will have a role in a later episode, you'll find out there a certain rooms in Nazarick that even Aura doesn't want to enter. Albedo broke the rules of a Japanese bath house entering the bath without first cleaning her body by taking a rinse thus triggering a prank bath guardian left by another of the Supreme Beings who was known for being a prankster. Couldn't ask for a better reaction to one of my favorite episodes.
