Reported for inappropriate listing practices - binding bids. The easiest way to spot the scam is that they have purchase terms as one of the images, and a minimum price stated on a no reserve auction. They are also soliciting a sale outside of eBay. The list of reasons to report these is endless.

2021-01-30 16:22:54 +0000 UTCAnother thing is the listing always says it ships from California, but if you look at the seller's account they are located outside the US. I don't know how they do it, but it some type of hacking into eBay.
