Reported for inappropriate listing practices - binding bids.
The easiest way to spot the scam is that they have purchase terms as one of the images, and a minimum price stated on a no reserve auction. They are also soliciting a sale outside of eBay. The list of reasons to report these is endless.

I think wen you list an item on eBay you're free to enter any postcode for the item location. So you can be a seller in one location selling an item in another.

Another thing is the listing always says it ships from California, but if you look at the seller's account they are located outside the US. I don't know how they do it, but it some type of hacking into eBay.

It shows up every week or 2, literally the same ad just new sellers everytime. It's been well documented and it's fishing for info by asking you to contact them outside eBay to buy.
