Halloween Stall

How it Works:
- Go into Build/Buy mode and search for the Halloween Stall (or you can find it under Outdoor Activities). Place it on the lot.
- Click on the stall and click "Hire Vendor" (it's cost free)
- Once the vendor is in the stall, click to bring up the menu
There are 2 menus:
1. Buy Drink - you can pick from 6 different halloween-themed drinks
2. Buy Food - you can pick from 12 different halloween-themed foods (10 cookies, a cupcake and a pie).
All drinks have unique positive buffs.
All cookies have a random buff after consumption which can be either positive or negative (trick or treat ;)).
I know that maybe some people would just enjoy the cookie without fear of negative effects, so I added second version, the one that says NoBuffs, has no buffs after eating cookies. Pick only one version!
