Except when Rei's fortitude test was messed with, Guest said that Reese doesn't have access to the parameter tests. And we don't know enough about him to know how good his hacking skills might be. He didn't know enough to hide his tampering with the brackets in the intra-school tournament, so I'd guess not high hacking skills.
