[IMG_2] Open HSPE, activate Advanced mode, goto Bones tab and write hit into the search bar. The results are "spheres" which influence dynamic bones. Should you as example resize the hip, the attached "hit/hip-sphere" might overextend and push against nearby dynamic bones, which might get stretched out in the process.

[IMG_3] Via HSPE you can select those "hit-sphere" Bones and change their Position & Scale, so they "get off" affecting dynamic stuff around them.

[IMG_4] In this case, i started with the "Siri-hit-sphere" (Siri=Butt) and changed its Scale and Position till i got the (imo) best result from the manipulation.

[IMG_5] Its better, but certainly not where i want it to be. I'll leave the "Siri-hit-sphere" where it stands and go over to manipulate another "hit-sphere"- here LegUp01.

[IMG_6] Through a combination of manipulating Scale & Position of several "hit-spheres", i was able to reach a satisfying result.

Final thought: Of course this method will take you only so far, as the affected part will let you, depending on the dynamic bone implementation of the respective mod. And you can further adjust the dynamic part via the Dynamic Bones tab, if needed. Also this lesson can be helpfull when dynamic stuff around the neck and/or between the boobas is acting up, go and change the "Mune-hit-spheres" (Mune=Booba).
Afterthought - Skirts & floaty cloth: Additionally or alternatively to adjusting hit-bones, as i said, select Dynamic Bones separately and change their values to your characters given pose, besides the option to pull them into position. Most useful ones are Force Y (usual force-down value is -0.003), Elasticity (low value = max wobbly, high value = rather stiff, depends on force value) and Radius (distance dynamic bone to character-body (can be hard to "read" how it works)). Experiment with Stifness & Damping.
Also you can go hardcore, uncheck (with check = limited functionality) Enabled of the selected Dynamic Bone, go to Bones tab, search for skirt (?), select one (gizmo should show where the joint sits) and adjust its Position, Rotation and/or Scale by hand.
