Yep, epoxy is another option. It just gets a little messier and harder to remove when finished.

if the main problem is peeling / bubbling of the coating, maybe a thin layer of bondo or a similar type of waterproof putty or resin? it would be easy to etch before it cures, and after a cure it should be waterproof. <a href="https://www.amazon.com/3M-Bondo-Solutions-Purpose-1-Quart" rel="nofollow noopener" target="_blank">https://www.amazon.com/3M-Bondo-Solutions-Purpose-1-Quart</a> Just throwing ideas out.
