Dell didn't fix the problem! They just replaced the Mother Board (AGAIN!) and sent it back.
I'm on the phone with Dell now.

Because I don't trust easily, I wrote a painstakingly detailed account of what was wrong and clearly highlighted the CPU throttling issue as the main problem. I didn't want any excuse that the tech didn't know what the problem was. I'm glad I did this, because Dell first tried to claim that maybe their experts weren't told what the issue was. I find it truly dumbfounding that a qualified tech wouldn't check the CPU speed before declaring it fixed and sending it back; and yet here we are.
