The tinies eventually realized that the only way to stay safe from Giant attacks was to build their cities far off shore. It's easy for a Giant to walk across a continent in a few days, but swimming out into the middle of the Pacific is no small task. Unfortunately for them, Hannah was on the swim team in college so she has an easy time swimming distance, and she is quite buoyant as well.

This scene contains 100 individual assets, each with physics and box colliders. All the smaller buildings can be moved, and the cars can be picked up and played with. I have the larger skyscrapers set so that they can wobble but stay rooted. This helps to keep the smaller buildings from falling off the artificial island.
When moving around in VR, be mindful of the collision on your virtual hands. its easy to teleport into a building and start a chain reaction. Sometimes changing poses will result in the model colliding with a building and exploding, which is a fun way to send everything flying. It's also fun to run it in desktop mode, load up a motion capture, and see what gets knocked around.
If you don't want the water and the terrain, I included an asset that is just the roads. If you want to swap that, it is custom unity asset #74. Make sure to freeze physics before swapping that out or all the buildings will fall...
