Based on what we've seen in season 1 and 2, they're not so much a secret society anymore. They're now a multi-national military force, and their responsibilities appear to be the maintenance of the Avatar cycle, as well as lending additional forces to whichever of the four nations need them. As for why Zaheer was imprisoned by them... We will find out.
