The photo in young CSM's pocket *is* the photo of Mrs Mulder and baby Fox he will have stolen from Bill's foot locker belongings. It corroborates that he was with her at some point during his friendship with Bill, but is the reveal that he is in fact *not* Fox' dad. They teased that in Season 3 to screw with their own stereotypical sci-fi fanbase that they were going to go full Luke/Vader on them...
