The cameo was removed in the anime (presumably for copyright reasons), but was replaced with a similarly-designed character with handsaws instead of chainsaws on their arms and face. You can see the character in question at 19:21 in this video, left of Fat Gum and behind Hound Dog (Above and to the right of Kenny's head).

He was talking about one of Re-Destro’s men, Skeptic, because he has surveillance everywhere. As you said yourself, Kenny, Twice is very trusting so he has zero clue Hawks is a spy at this point lol.
